CODE OF CONDUCT AND RULES AND REGULATIONS
(For Students, Teachers, Governing Body, Administration including Support Staff,
Parents & Guardians, and Alumni)


I. CODE OF CONDUCT AND RULES AND REGULATIONS FOR STUDENTS

Purpose and Scope : The Lighthouse School, Kangpokpi, Manipur is an institution that is committed to the pursuit of excellence in teaching, learning, and community engagement. The school has designed the following Code of Conduct and Rules and Regulations to provide fair procedures relevant to all the students of all subjects and courses of study prescribed in the syllabus of the board.

All students, as members of The Lighthouse School, are required to observe all the rules notified under the Code of Conduct and Rules and Regulations of the school.


The Code of Conduct and Rules and Regulations for students relate to three main areas :

(A) Academic integrity, (B) Classroom Conduct, and (C) Conduct outside the Classroom.

(A) Conduct Relating to Academic Integrity:
1. Students are expected to actively participate in the learning process and acquire a minimum of 75%
   attendance in all the courses offered in an academic year.

2. Students should be in their respective classes on time.
3. Students must complete assignments, tests, compositions, and other classroom activities arranged
    by the faculty for evaluation, on time.

4. Students must practice academic honesty in the preparation and participation in all the Continuous
     and Comprehensive Evaluations (CCE) including 4 monthly tests, 2 term tests, and 1 APP               

     (assignment/project/practical) for classes 1 to 10, and 2 term tests for pre-primary (nursery, KG 1,
    and KG 2).

5. Students should not possess or use any unauthorized aids in any academic test or examination
conducted by the staff or the school.

6. Students must not engage in plagiarism or any other academic misconduct.

(B) Classroom Conduct
1. Students should adhere to the prescribed uniform.
2. Students must wear their identity cards on the campus.

CLASS RULES
1. Your classroom is a place of learning, not for talking.
2. Do not write on the desk or on the walls.
3. Do not throw paper on the floor or out of the windows.
4. Keep your textbooks and notebooks in proper order.
5. Bring your assignment notebook every day and maintain it.
6. Do your homework and class work daily.
7. Keep silence when the teacher is teaching and correcting your papers.
8. Respect each other’s property.
9. Do not play inside the class.
10. Clean the Board at the end of each period.
11. Always speak in English.

(C) CONDUCT OUTSIDE THE CLASSROOM
1. Students must maintain decorum and discipline within the school premises and during any school-
related activities outside the campus.
2. Students must respect the property of the school and others.
3. Students must exhibit respectful and courteous behavior towards fellow students, teachers, and all
staff members.
4. Students should avoid any form of bullying, harassment, or discrimination.
5. Students must not engage in any activity that could bring disrepute to the school.
6. Students are prohibited from maintaining personal social media accounts (e.g., Instagram,
Facebook, twitter, etc)
.

The reasons for this ban include:
(a) Distraction from Studies: Social media can significantly distract students from their academic responsibilities and hinder their performance.
(b) Cyberbullying and Online Harassment: Social media platforms can expose students to
cyberbullying, online harassment, and other negative interactions.
(c) Privacy and Safety Concerns: Students may unknowingly share personal information that can
compromise their safety and privacy.
(d) Mental Health: Excessive use of social media can negatively impact students' mental health,
leading to issues such as anxiety and depression.

II. MONTHLY GRADING SYSTEM AND POSITIVE DISCIPLINE
To reinforce the importance of good conduct, consistency and academic diligence in our institution, this system is designed to not only encourage and reward positive behavior and academic engagement but also instill a sense of responsibility among students towards their actions and consequences for misbehavior, if any.

A = Excellent: Students receiving A grades will be granted access to sports and extracurricular activities for the following month.

B = Good: Students graded as B will be barred for a period of 1 week from participating in these activities as a disciplinary measure. They will be confined to the class during the Games Period and complete 1 hour of Social Work on 1 Saturday before rejoining sports and extracurricular activities.

C = Satisfactory: Students graded as C will be barred for a period of 2 weeks from participating in these activities as a disciplinary measure. They will be confined to the class during the Games Period and complete 2 hours of Social Work on 2 Saturdays before rejoining sports and extracurricular activities.


D = Unsatisfactory: Students graded as D will be barred for a period of 3 weeks from participating in these activities as a disciplinary measure. They will be confined to the class during the Games Period and complete 3 hours of Social Work on 3 Saturdays before rejoining sports and extracurricular activities.

III. EXAMINATION AND IMPROVEMENT EXAM RULES

1. Students who are absent, and/or fail to achieve the minimum pass mark in Monthly Tests
(6 out of 20) will not be eligible for ranking in the Final CCE evaluation.
2. They are to undergo IE (Improvement Exam) in the concerned subject within 2 weeks of declaration
of Results.
3. The concerned subject teacher will conduct IE with a fresh question paper approved by the Principal.
4. Marks secured in the IE will be Final and Binding in the Final CCE evaluation.
5. IE will not apply to : (a)Term Tests (50 marks) (b) Assignment / Project / Practical.
6. No IE or Re-exam will be conducted in Term Tests and Assignment / Project / Practical.
7. Marks entry portal will be locked after the stipulated last date (s) for all exams .
No further marks entry will be possible after the stipulated last date (s).
8. Any student absent in Term Tests and Assignment / Project / Practical, and who falls below the
minimum qualifying marks will be considered for Promotion / Qualification only on genuine
Medical grounds after review by the Examination Committee.
9. The Total CCE Evaluation in December will be final and binding.
10. No Admit Card is issued for any examination w.e.f 2024 session.
Results are to be withheld pending clearance of outstanding dues (if any)
11. Results for Top 3 rank holders in any examination are issued regardless of outstanding dues (if any)
12. Marksheets and Answer sheets are issued to Parents and Guardians only.

IV. PAYMENT OF FEES

1. It is mandatory that all tuition fees are cleared by the last working day of each month.
2. Outstanding Dues: Parents and Guardians are to ensure that any outstanding and unpaid dues from the previous years are cleared before admission to the current session.
3. Compulsory Annual Fees: It is mandatory that all compulsory fees, including exam fees, ID card fees, and sports fees, are cleared at the time admission, i.e., within the first working month.
4. All fee payments are to be duly recorded in the fee booklet provided to each student.

VI. FINANCIAL ASSISTANCE, CONCESSIONS AND REWARDS

The Lighthouse School provides several provisions and conditions to support meritorious students and financially weak families. These include:

A. Fee Concessions:
1. Partial Fee Waivers: Families may apply for partial waivers based on their financial circumstances.
2. Full Fee Waivers: In exceptional cases, full fee waivers may be granted to families in severe financial distress.

B. Merit-Based Scholarships

Students who excel academically receive scholarships that cover part or all of their fees.

C. Payment Plans:

Installment Payments: Allowing families to pay tuition fees in smaller, more manageable installments throughout the year.

D. Additional Support:
Textbooks and Supplies: Providing textbooks, uniforms, and other school supplies at reduced costs or for free.


E. Application Process:
Documentation: Families need to provide proof of income and other relevant financial documents.

Review Committee: A committee reviews applications and conducts a house visit and physical verification to ensure fair and just distribution of concessions and scholarships.

These provisions aim to ensure that all students, regardless of their financial background, have access to quality education.

VII. ADDITIONAL FINANCIAL GUIDELINES

1. Parents and guardians are urged to ensure regular and timely payment of fees to support the smooth
functioning of the school and the quality of education provided.
2. The fee structure and salary package for staff are to be decided by the school governing board and
administration.
3. An annual audit will be conducted, and the financial year statement will be audited by the governing
body. The audited financial statement will be published annually on the school website in accordance
with the Societies Act, 1989.
4. Facility for online payment is available on the school website
at https://www.lhskpi.com/online-fee-payment.
5. Fee payment records are also available online at https://www.lhskpi.com/feerecords.
6. Parents and guardians are urged to utilize this facility and to use cashless transactions as far as
possible in line with government policy.

VIII. GUIDELINES FOR ISSUANCE OF TRANSFER CERTIFICATE (TC):

A. Regular TC Issuance: The last date for issuing Transfer Certificates (TC) is the last working day of the academic year.


B. Mid-Session TC Issuance:

1. In exceptional cases, such as transfer, posting, or other urgent situations, an application for a TC must be submitted to the Principal, with a copy to the School Management.
2. The application should include detailed reasons for the request.
3. All fees for the entire academic session must be cleared before the TC can be issued.

C. Zero Attendance: Any student enrolled in any academic session with zero attendance records, and without prior application or request exceeding one month will be considered as having left the school without TC. Please note that in such cases, Transfer Certificates (TC) will not be provided, and the student's details will be removed from the school records effective from the next working month.

Please ensure that these guidelines are followed to facilitate a smooth and efficient process for issuing Transfer Certificates

IX. SUSPENSION AND EXPULSION

A. Suspension :
1. Suspension may be imposed for serious breaches of the school’s rules and regulations, including but
not limited to repeated academic dishonesty, severe behavioral issues, or violation of school
property.

2. The duration of the suspension will be determined by the School Administration according to the
severity of the infraction and will be communicated to the student and their parents or guardians.

3. During the suspension period, students are required to complete any missed assignments and
assessments to ensure they remain on track with their studies.

B. Expulsion: 1. Expulsion is a last resort and may be considered for severe or repeated breaches of the school’s rules and regulations, including but not limited to violence, substance abuse, or significant disruption to the school environment.

2. The decision to expel a student will involve a review by the school governing board, which will consider all relevant factors and provide an opportunity for the student and their parents or guardians to present their case.

3. Expelled students will receive a formal notice of expulsion, and their parents or guardians will be
informed of the decision.

4. In compliance with child rights, the name and identity of the student is to be withheld /
blacked out to ensure their safety and privacy in all public notices regarding cases of
disciplinary action regarding suspension and expulsion.

XI. CODE OF CONDUCT AND RULES AND REGULATIONS FOR TEACHERS

A. Purpose and Scope: The Lighthouse School expects teachers to maintain the highest standards of
professional conduct, fostering a positive and effective learning environment for students.

B. Professional Integrity :
1. Teachers must adhere to the highest standards of professional ethics and maintain confidentiality in
their professional relationships.
2. Teachers must engage in continuous professional development and stay updated with the latest
educational practices.

C. Classroom Conduct:
1. Teachers must be punctual and prepared for all classes.
2. Teachers should create an inclusive and supportive classroom environment.
3. Teachers must assess students’ performance fairly and provide constructive feedback.

D. Interactions with Students:
1. Teachers should treat all students with respect and fairness.
2. Teachers must avoid any form of favoritism or bias.
3. Teachers should be approachable and available for academic discussions during designated hours.

E. Attendance : (a) All Teachers should be present at school not later than 08:45 AM.
(b) All Teachers must attend the Morning Assembly.
(c) Attendance Register will be closed at 09:00 AM. Absent / Late record will be marked accordingly
thereafter.
(d) 2 (two) days late attendance will be counted as 1 (one) absent day in the monthly attendance total.
(e) All Teachers should sign the attendance register on their arrival in the morning and before leaving in
the afternoon.


F. Leave : (a) Teachers desiring casual leave must apply to the Principal in writing 24 hours in advance
along with a substitution form.
(b) Teachers seeking leave of absence on grounds of illness/emergency should notify the School
Authority before 08:45 AM . Absence on medical grounds will not be liable for deduction of salary.
(c) Teachers who are marked as Late/ Absent are liable for deduction of salary @ Actual percentage of
Attendance.
(d) No Leave will be sanctioned during Examinations.
(e) Maternity Leave Salary will be calculated at 50% subject to revision and Actual Fund Position.
(f) Communication of leave/absence through 3rd Party will not be accepted. Teachers should inform the
School Authority directly.

G. Discipline : (a) All teachers should aspire to be a role model and guide for the students.
(b) The use of Corporal / Physical punishment is banned.
(c) Teachers should never leave their class in the charge of students.
(d) Cases of gross misconduct will be referred to the disciplinary committee.

H. Extra Curricular Activities : Extra curriculum activities form part of the scheme of duty. Teachers
should collaborate with the School Authority whenever their services are required for such activities,
eg, Games & Sports, Excursions, functions, etc.

I. MISC: (a) The use of mobile phones during a class is strictly prohibited. Mobile Phones are to be on
flight mode/switched off during class.
(b) Usage of paan and tobacco/intoxicants within the school campus is strictly prohibited.
(c) Sending students on errands outside the campus during School Hours is strictly prohibited.
(d) The Teachers Room must be well maintained, neat and tidy at all times.
(e) Every Class Teacher has the responsibility of cleanliness of the respective classes.
(f) Every Teacher has the responsibility of maintenance of their assigned lockers, books and teaching aids.

J. Dress Code : (a) Teachers must dress respectably according to their status as Teachers /Society builders.
(b) Either Uniform Shirt/Kurta and T Shirt is to be worn on School Days.
(c) Formal Dress is to be worn on all special events and functions organized in the campus.

K. Meetings : (a) Meetings and discussions are the basis of successful team work, planning and
implementation of School Policy.
(b) Meetings must be attended on time. Teachers who are marked as Late/ Absent for meetings are liable
for deduction of salary.

L. Salary & EPF: (a) All Salary Payments will be though Direct Account Transfer only.
(b) Monthly Salary Vouchers are to be signed within the 1st Week of every Month. EPF is calculated
@ 12% - Employee and 13% - Employer.
(c) Teachers Salary / Increment is calculated on the basis of Performance, Qualifications and Seniority/
Loyalty.
(d) Every Teacher has a specific role and function in the team. No Teacher should compare and contrast
each other’s salary or routine.
(e) Lighthouse is a NON PROFIT Institution. All incoming receipts are put directly into Education, with
priority on timely Salary payments, and creating a sound and secure educational environment.

M. NOTICE PERIOD : (a) 07 days - Show cause Notice for Termination
(b) 30 days - Notice for Resignation

XII. CODE OF CONDUCT AND RULES AND REGULATIONS FOR GOVERNING BODY

A. Purpose and Scope: The governing body of The Lighthouse School is responsible for ensuring the
school’s mission, vision, and values are upheld.

B. Responsibilities:
1. The governing body must act in the best interest of the school and its stakeholders.
2. Members must maintain transparency and accountability in all decision-making processes.
3. The governing body should support the principal and staff in achieving the school’s goals.


C. Conduct:
1. Members should demonstrate integrity and ethical behavior.
2. Members must respect the confidentiality of sensitive information.
3. The governing body should engage with the school community and consider their feedback in decision-
making.

XIII. GOVERNING BODY GUIDELINES:
A. Term of Service:
1. Members of the governing body will serve a term of 5 years.
2. Reappointment or new appointments will occur after the completion of this term.

B. Quorum:
1. The quorum for a governing body meeting shall be at least 50% of the total members.
2. If the quorum is not met, the meeting will be rescheduled or adjourned as per the rules.

C. Annual Meetings:
1. The governing body shall hold annual meetings to review the school's performance, financial status,
and other critical matters. These meetings will typically be scheduled every 3 months periodically.

2. An agenda for the annual meeting will be prepared in advance and shared with all members at least
two weeks prior to the meeting date.

D. Rules and Regulations:

1. Meetings: The governing body shall meet at least four times a year. Additional meetings can be
scheduled as needed.

2. Decision Making: Decisions will be made by majority vote of the members present at the
meeting. In the case of a tie, the Chairperson will have the casting vote.

3. Minutes: Detailed minutes of each meeting will be recorded and maintained. The minutes will be
distributed to all members within one week after the meeting.

4. Committees: The governing body may form committees as necessary to handle specific issues or
projects. Each committee will report back to the governing body with recommendations and
progress updates.

5. Conflict of Interest: Members must disclose any potential conflicts of interest and abstain from
participating in discussions or decisions related to those conflicts.

6. Code of Conduct: Members are expected to adhere to a code of conduct that includes maintaining
confidentiality, acting in the best interest of the school, and ensuring ethical behavior in all dealings.

XIV. QUALIFICATIONS FOR MEMBERS

1. Eminent Persons: Members should be individuals of high standing in their respective fields, such
as education, administration, business, or community service.

2. Character: Members must exhibit exemplary character, demonstrating respect, fairness, and
commitment to the values of the school.

3. Integrity: Members must possess high levels of integrity and honesty, avoiding any actions that
could compromise their or the school’s reputation.

4. Experience and Expertise: Preferred members should have relevant experience or expertise that
can contribute to the effective governance and advancement of the school.

5. Honorarium: Members of the governing body will not receive any honorarium for their service.
Their role is a voluntary commitment to support and advance the school’s mission.

XV. AMENDMENTS TO RULES:

Amendments to the rules and regulations of the School can be made by a two-thirds majority vote of the members present at a duly convened meeting.

Annual Report: An annual report outlining the activities, financial status, and achievements of the school will be prepared and published on the school’s website. This report will be presented at the annual meeting.


XVI. CODE OF CONDUCT AND RULES AND REGULATIONS FOR ADMINISTRATION

A. Purpose and Scope: The administration is responsible for the efficient and effective management
of the school’s operations.

B. Responsibilities:
1. Administrative staff must ensure that all school policies and procedures are followed.
2. Staff should support the teaching faculty in their educational responsibilities.
3. The administration should facilitate communication between parents, teachers, and the school
management.

C. Conduct:
1. Administrative staff must maintain professionalism and courtesy in all interactions.
2. Staff should handle all school-related matters with integrity and confidentiality.
3. The administration should ensure a safe and conducive learning environment.

XVII. CODE OF CONDUCT AND RULES AND REGULATIONS FOR SUPPORT STAFF

A. Purpose and Scope:
The support staff plays a crucial role in the day-to-day functioning of The Lighthouse School.

B. Responsibilities:
1. Support staff must perform their duties diligently and responsibly.
2. Staff should ensure the cleanliness and maintenance of the school premises.
3. Support staff should assist teachers and administrative staff as required.

C. Conduct:
1. Support staff must exhibit respectful and courteous behavior towards students, teachers, and
visitors.
2. Staff should adhere to the school’s rules and regulations.
3. Support staff must maintain the confidentiality of any sensitive information related to the school.

XVIII. CODE OF CONDUCT FOR PARENTS & GUARDIANS

A. Purpose and Scope: Parents and guardians are vital partners in the education and development of students at The Lighthouse School.

B. Responsibilities:
1. Parents and guardians should ensure their children attend school regularly and punctually.
2. They should support their children's learning by providing a conducive environment for study at
home.
3. Parents and guardians should encourage their children to adhere to the school's rules and
regulations and participate in school activities.

C. Conduct:
1. Parents and guardians should maintain open communication with the school and attend parent-
teacher meetings.
2. They should treat all school staff with respect and courtesy.
3. Parents and guardians should support the school's policies and collaborate with the school to
address any issues related to their children's education and behavior.


XIX. CODE OF CONDUCT FOR ALUMNI

A. Purpose and Scope: Alumni of The Lighthouse School are an important part of the school
community and contribute to its ongoing success and reputation.

B. Responsibilities:
1. Alumni should uphold the values and mission of the school in their personal and professional lives.
2. They should engage with the school by participating in alumni events and activities.

C. Conduct:
1. Alumni should act as role models for current students and support their growth and development.
2. They should contribute to the school community through mentoring, networking, and other forms
of support.
3. Alumni should promote the school's reputation and encourage students through the alumni
association.

XX. OFFICE TIMINGS:

Monday to Friday: 9:30 AM to 3:00 PM
Saturday and Sunday: Office Closed

School Gate Closure:
The school gate will be closed during morning assembly and during recess/lunch break.

Pick-Up Timings:
Parents are advised to take note of pick-up timings after school as notified by the management. These timings are scheduled separately to accommodate age groups, syllabus coverage for higher classes, and sports class scheduling.

Additional Note:
Separate timings are deemed necessary to avoid traffic congestion and ensure the safety of students.
Please follow the designated timings to help maintain a smooth flow of traffic and ensure the safety of all students during departure.


Any other rules and regulations for the better administration and functioning of the School as may be added or amended via official notification by the School Governing Board from time to time.
